Post Title: Head of Finance

Responsible to: Executive Director - Finance

Location: Memorial House, Coalville

Grade: Spot Salary

Hours: 35 per week

Prime Function: To lead the finance function for East Midlands Housing Group (EMHG) ensuring it provides an effective and efficient service to the operating companies in the group.

This post is subject to an enhanced CRB clearance.

Principal duties and responsibilities:

  1. Lead, develop and implement a comprehensive customer focused financial support service, ensuring that processes are delivered in accordance with the uppermost professional standards, to enable EMHG to operate at the highest possible levels of financial management
  2. Lead in the development, implementation and review of effective financial management systems ensuring that suitable planning tools, performance monitoring arrangements and key performance indicators are available to build a framework which supports continuous improvement, incorporating excellence and best practice.
  3. Lead, develop and motivate the staff team regularly reviewing roles and responsibilities to ensure they are suitable for the delivery of an excellent service. Undertaking annual reviews as required, undertake recruitment, implement risk management and ensure compliance with Group disciplinary and grievance procedures.
  4. Lead the provision of technical advice on accounting, corporation tax and indirect tax for the Group and Operating Company Boards and Executive Management Team (EMT), ensuring compliance with statutory and regulatory requirements.
  5. Lead on the production of the Value for Money strategy and annual Value for Money statement and to on delivery.
  6. Ensure the effective development, administration and improvement of the integrated finance IT systems and ensure they deliver the requirements of the Group as they develop and change.
  7. Produce the consolidated financial statements for the Group, managing the relationship with external auditors through to the formal approval of the statutory accounts.
  8. Provide a management accounting service for all members of the group including the production of the annual budget and routine management accounts in accordance with service level agreements.
  9. Manage relationships with HMRC in relation to Corporation Tax and VAT and complete statutory returns, arranging professional advice as necessary.
  10. Review, develop and control financial processes in accordance with financial regulations ensuring they change and remain robust over time.
  11. Manage the transactional accounting team in providing a service for the Group in accordance with service level agreements, overseeing the maintenance of underlying systems including rent, sales, purchase and nominal ledger in addition to the cashiering function and electronic banking systems.
  12. To be a member of the senior management team of the Finance Directorate, preparing and presenting reports to Board and deputising for the Executive Director - Finance in relation to financial issues
  13. Participate in cross functional activities and working groups in support of the corporate objectives of the Group.
  14. Ensure procedures are adequately documented and advise the Executive Director - Finance of any irregularities.
  15. Other duties as requested by the Executive Director - Finance or the Group Chief Executive.
